Primary healthcare is one of the fundamental pillars and the entry point to the health system, through which all segments of society access the first level of healthcare, which ensures the provision of continuous healthcare for individuals at all life stages.
Primary healthcare fulfills its role by adopting a comprehensive and integrated health approach, through which it provides preventive, therapeutic, rehabilitative, and palliative health services to all segments of society, targeting all aspects of a person's physical, mental, and social life.
Primary healthcare is also the main gateway for providing health promotion services and community participation to contribute to raising awareness and health culture, and to empower individuals and local communities to adopt healthy behaviors in a comprehensive and socially acceptable manner.
Health services are provided through a primary healthcare system spread across the entire country, with the number of health centers reaching 116 by mid-2024. These centers are distributed across six health regions (the Capital Health Region with 26 centers, the Hawalli Health Region with 11 centers, the Farwaniya Health Region with 21 centers, the Jahra Health Region with 16 centers, the Mubarak Al-Kabeer Health Region with 16 centers, and the Ahmadi Health Region with 26 centers). These centers operate according to the community’s needs with integrated working hours, ensuring that health services are provided throughout the day, every day of the week, which has contributed to the ease and speed of accessing health services.

The vision of primary healthcare stems from the vision of the Ministry of Health and is represented in:
